Thereupon, this report is announcing about on the actual condition of the decrease and aging of the population in a heavy sowfall area which is centering around Niigata Pref. Joetsu and Chuetsu area. And a future correspondence will be viewed. Especially population decreased to 1/4 in a snow 5m area. Aging is progressing exceeding 20% in the midle mountain area. Recently the household will be decreased 1/10. It is expected that aging rises to 30%. Necessity of these counterplan will be closeup in the heavy snowy depopulation area.},
